Allow marker ownership to be transferred

      Description

      Someone who owns a marker should be able to transfer ownership to someone else (e.g., if they are leaving an organization and passing on ownership to someone else).

      Multiple ownerships (ATLAS-166) could help with this feature; however, transferring ownership should update the creator of a marker, so, once transferred, the original creator could lose edit access to the marker (if ATLAS-166 is implemented, they could be added as a co-owner, but it might be more common when transferring ownership to remove the original owner's edit access).

      While this could be implemented with a fancy workflow involving acceptance of by the new owner, we don't really need this level of complicated maintenance. Instead, transferring ownership can be implemented as an option when editing a marker, where the current owner simply provides the OpenMRS ID of the new owner. If they make a mistake (e.g., mistype the new owner's OpenMRS ID), then we an admin for Atlas can manage those rare exceptions through our help desk.
