Add Feedback tab onto manage chartsearch page

This needs to allow the module users to pass pass on feedback to the chart search module developers.

Probably this would inform the user of reporting issues and avail the link, or add a new post on addon modules talk category that contains chartsearch tag just in-case this is possible with the current openmrs talk api
