Version determination fails for paging URLs

In the implementation of paging, the provided "links" (e.g., "self", "next", "previous") do not have a '/' character after version (e.g., "/openmrs/ws/fhir2/R4?..." with no slash after "R4"). This fails parsing of version strings when these URLs are accessed.
