Add 'defaultObsDatetime' parameter for the <obs/> tag

      Description

      • Implement a "defaultObsDatetime" property on the obs tag. (Note the capitalization.)
      • Move the code that's currently handling the encounterDatetime's default value into a utility method, that can be called by both tags. (Don't remove the functionality to handle a hardcoded date, even though it's useless.)
      • Change whatever code is necessary (in FormEntrySession maybe) so that obs are sorted by their obsDatetime, and if you edit a form multiple times, adding an obs (of the same concept) each time they will appear in order if you view/edit the form.

      (don't forget to document this on the wiki page, with a "since version" when it's done.
