Support for setting the default encounter location based on a global property or a user preference

      Description

      Currently <encounterLocation default="..."/> only allows you to set a static default location. Sometimes a form is used across multiple locations.

      We should support something like:

      <encounterLocation default="GlobalProperty:kenyaemr.defaultLocation"/> // uses the global property with the given name
      <encounterLocation default="UserProperty:defaultLocation"/> // uses the user property with the given name
