      Description

      In HTML-494 we added support for something like this:

      <obs id="disposition" conceptId="PIH:HUM Disposition categories" answerConceptIds="PIH:Transfer out of hospital,...">
          <controls>
              <when value="PIH:Transfer out of hospital" thenDisplay="#transfer-out-location"/>
          </controls>
      </obs>

      We should broaden this mechanism to also support:

      <obs id="disposition" conceptId="PIH:HUM Disposition categories" answerConceptIds="PIH:Transfer out of hospital,...">
          <controls>
              <when value="PIH:Transfer out of hospital" thenJavaScript="window.alert('Transferring out')" elseJavaScript="window.alert('Doing something else')"/>
          </controls>
      </obs>
