Add <encounterProvider default="currentUser"/> to htmlformentry module

Add the feature to specify that the default provider for an html form is the user who is currently logged in, using Context.getAuthenticatedUser().
I suggest the way to specify this is with <encounterProvider default="currentUser"/>.
