Support getting a concept name for a specific locale via velocity

      Description

      In order to use concept names as labels in the OpenMRS 2.x Simple Form UI, we sometimes do something like this:

      <label><lookup expression="fn.getConcept('PIH: OTHER NON-CODED')"/></label>
      ...
      

      In a specific case (an official death certificate), I want to force the concept name to be displayed in French, regardless of the user's locale.

      Ideally the following works:

      <lookup expression="fn.getConcept('PIH: OTHER NON-CODED').getName($fn.locale('fr'))"/>
      

      If not, I'll try to add something like

      <lookup expression="fn.getConceptNameInLocale('PIH: OTHER NON-CODED', 'fr')"/>
