HtmlFormSchema should indicate if an ObsField is an ObsReference

Recently an ObsReferenceSubmissionElement was introduced, as well as an ObsReferenceTagHandler.  However, at the Schema-level, there is no way to determine if a particular ObsField in the schema derives from a reference element or not.  We should add this in.
