      Description

      Currently HTML Forms can create encounters-with-obs for existing patients. We need to be able to create a new patient with an HTML Form.

      This will require adding tags to specify age/birthdate, gender, name, address, etc.

      It also requires deciding what the behavior should be when you re-open one of these forms. Can you edit the patient characteristics, or only see them? Or is that an option you'd put in the tags?

      Also: document on the HTML Reference page on the wiki how these new tags work.
