Global Property for Every Entity Restriction

For every Entity we maintain a Global property to check whether to have restriction on this or not.

If we don't need a restriction we set value as False else true.

Global properties will be as `locationBasedAccess.EncounterAccess`,`locationBasedAccess.PatientAccess`, etc.
