Manage Person admin page displays voided attributes rather than active attributes

Using the Manage Person admin page, with a person atribute 'health center', when trying to set the 'health center' it can take multiple attempts for that attempt to set to show up on the UI. This could be an issue with setting happening later or an issue showing the correct 'health center' person attribute.

The gif shows multiple attempts to set the attribute and only apparent success after a few.

We also have an instance of a person showing the 'wrong' attribute on this screen (example not able to be referenced externally: http://10.160.20.52:8080/openmrs/admin/person/person.form?personId=12009) indicting that the issue is probably in the display.
