Move Login E2E test to the dockerized environment

The current test is running against the openmrs spa server, which is publicly hosted. However, the tests are sometimes failing due to data mutations. We need to make the tests repeatable despite data mutations.

To achieve the above please modify the current test to run in a dockerized environment.
