Implementer tool: unexpected error: edit fields including 'removed' from esm summary

After multiple items are removed from the summary using implementer tools, then clicking edit again, 'an unexpected error occurred' error comes, and the implementer tools go away.

Implementer tools can be accessed again by reloading the page, going to active patients list, and turning on implementer tools. then resetting to default allows future use of implementer tools including this 'remove' feature.
