Allergy form not submitting (error 400)

Because the severity concept UUID we are sending with the Allergy request doesn't exist, that is causing the POST request to fail with this message.

"[severity on class org.openmrs.Allergy => Should use newDelegate(SimpleObject) instead]”

So we need to reference concept UUIDs that exist i.e add a severity concept set to the distro.
