OpenMRS fails to import certain OCL Concepts

Subscribing to and importing concepts from OCL Dictionaries fails sometimes.

Replication;

• Using the OpenMRS Standalone module here
• Follow the demo videos attached to navigate to the import setup page
• Create a dictionary and add a few custom concepts on the OCL demo server here
• Release a version and copy the subscription url
• Add the subscription url to the Subscription URL field, save and attempt an import
