Paging, Searching and filtering through the list of concepts no longer works

From staging, but reproducible in prod.

Steps to reproduce:
1. Open the dictionary manager and go to CIEL, e.g., https://openmrs.staging.openconceptlab.org/orgs/CIEL/sources/CIEL/concepts/
2. A table displays with a selection of concepts. At the bottom of the table are navigation buttons to go to the next page or previous page.
3. Click the next button.
4. Notice that the concepts are exactly the same as they were before.

Side note: looking at the actual requests that are made, I see that the lists of sources and collections are updated for the next page. Oddly this kind of solves the issue we discussed on the last call, but in a really unintuitive way.
