Progress bar and concept upload seems to fail

As a user performing a bulk-upload of concepts, I need to see a progress bar and confirmation of successful (or unsuccessful/incomplete) upload.

Current state:

• Progress bar vanishing after ~20 seconds
• No confirmation toast/message shown after upload
• User goes to check on concepts - looks like not all concepts were uploaded. Then 8-10 mins later, all concepts are in fact there.

Acceptance Criteria:

• Progress bar persists throughout upload
• There is a clear success (or "incomplete upload" or "failed upload") message after the concept upload has completed
