Need clear error message for "This release ID already exists"

See GIF attached for steps:
1) In one of your dictionaries, try to create a new release that uses same ID number as a release you already created for that dictionary (e.g. ID # 2)
2) Try clicking Submit
3) See that something happens (the form briefly reloads) but it doesn't save or tell you what's wrong. (The good news is that the system didn't let you create a new version with a duplicated ID number.)
4) Try changing to an ID number you don't already have, like ID # 3.
5) Submission success

Expected: Should see an error message at step 3 above. Message text can be: "A release version with this ID already exists."
