Prevent web admin of OWAs depending on runtime property setting

    Description

      There's a runtime property setting for openmrs-core which controls whether or not you're allowed to administer modules through the web interface. (E.g. we have this turned off on our demo server which has publicly shared admin credentials.)

      (See module.allow_web_admin at https://wiki.openmrs.org/display/docs/Administering+Modules.)

      We need a similar setting for OWAs, e.g. to prevent demo server vandalism.

      I propose we use the same runtime property module.allow_web_admin to control whether you're allowed to manage OWAs via the web.

      (Or does anyone think these should be separately controlled?)
