If core war does not include bundledOwas folder then OWA module activator fails

In OWA-60 support was added for a bundledOwas folder in the core war. However there's a bug: if this new folder does not exist, an uncaught exception is thrown in the OWA module's activator, and module bundled OWAs are not loaded.
