OwaFilter should not forward log in url to RedirectServlet

      Description

      Because the RedirectServlet redirects to the log in url, we get an infinite recursion when the OwaFilter forwards this to the RedirectServlet. To reproduce this problem, set the value of the login.url global property to something like: owa/openmrs-owa-platformui/index.html
