App UI to handle header config extensions based on their priority

      Description

      App UI currently picks the first header extension configuration (see here):

      configSettings = exts.size() > 0 ? exts.get(0).getExtensionParams() : null

      There is no logic to handle the case where multiple configurations are provided.

      Suggested solution:
      Add a priority param somewhere in the extension config, along the lines of:

      {
        "id": "override.configureStandardHeader",
        "extensionPointId": "org.openmrs.module.appui.header.config",
        "type": "config",
        "extensionParams": {
          "priority": "1000",
          "logo-icon-url": "/ms/uiframework/resource/../myLogo.png"
        }
      }

      We imply here that the highest priority gets picked up in the end, and a missing priority would be assumed to be the lowest.
