Encounter Privileges Based on EncounterType Privileges

There is need to restrict the encounter data seen on the patient dashboard by privilege using the privileges on its encounter type.
 
There is functionality in the legacy admin to give edit and  view privileges to an encounter  type. 
These same privileges  should be used in viewing and editing of encounter data shown on the patient dashboard.

Acceptance Criteria

1. When Edit Privilege is assigned to an Encounter Type User should not be able edit the encounter created (with encounter type assigned privilege)  when not assigned that privilege (Privilege on encounter type), on the patient dashboard
2. When View Privilege is assigned to an Encounter Type User should not be able to view the encounter created (with encounter type assigned privilege)  when not assigned that privilege (Privilege on encounter type), on the patient dashboard
