Core Apps 'Program Status' dashboard widget should sort patient program workflow states by start_date, end_date, datetime created

 When the states are not sorted by datetime created, program workflow states that were entered on the same day can be in the wrong order, causing the order of the states shown in the widget to sometimes differ from the actual order, including the wrong state being indicated as the active state. When the wrong state is at the top of the list, it cannot be voided via the widget.

Sorting should result in correct reverse chronological order in program status widget.
