User can access /openmrs without selecting a location

in 2-screen login approach, it's possible to visit main page /openmrs without choosing a location.

1. login to /openmrs
2. keep the the second screen ( location selection) as is ( do not select a location)
3. open a second browser tab and go to /openmrs
4. the user has access to /openmrs with no location selected
