    Description

      From the discussion, burke ,dkayiwa mseaton suggested we should still run on platform version 2.3.0 which is more stable version currently. For more info, the follow up thread  https://talk.openmrs.org/t/an-overview-of-the-forthcoming-next-release-for-ref-app-2-11-0/29618/47

      1.Change openmrsVersion from 2.4.0-SNAPSHOT  to 2.3.0  For the coming REF-APP 2.11.0 release.
