Relationships should be grey-lined/disabled for Unknown HSUs

Page Register a HSU
While registering a Unidentified Patient, the relationships field should be grey-lined / disabled, however this is not the case. 

To replicate:

1) Go to Register a HSU
2) Check the box Unidentified Patient
3) The Relationships  wont be grey-lined / disabled
