Add more options to my account page

As a user, i should be able to change the details below about my account:

• Default Locale
• Proficient Locale

Dev Notes:

• The form is currently broken, the user should be able to submit the form and the changes get saved successfully.
• The proficient locale should be selected from should be in those in the allowed locales list global property
• The locales to select from need to be displayed with check boxes and the label should be the locale names instead of the codes
