Include checklist of proficient locales that are available to end users

In RA-569, more options were added to the My Account page. One of these options , Proficient Locales allows the user to enter a list of other languages they may be proficient in, in order to display translations available for content not available in the default locale.

It would be good if instead of just displaying a list of example locales (example: "en_US, en_GB, en, fr_RW") we could display the actual locale that are available in the implementation and allow the user to choose.

The message properties files (e.g. messages_fr.properties) should be read in order to determine which locales are available. The locales should be displayed in a checklist (or some other way to allow user to choose multiple options) to allow them to choose one or more proficient locales.
