Add a manage modules page

    Description

      Add a page where all installed module are listed and lets the user start and stop a module, it should also let the user be able to start all stopped modules at once.

      Design notes

      This can look similar to the Manage Modules page in the 1.x UI (e.g. a table with one row per module), but with more modern styling.

      One important change: the first thing in each row should be the module's current status, color-coded. E.g. the motif could be light bulb or switch, and a running module is a blue/green illuminated, while a stopped module is gray. (In the 1.x page, running modules have a red stop icon as the first thing, which is confusing.)

      Scope

      This ticket covers listing, starting, and stopping existing modules in the system. Uploading new modules or downloading them from the module repository is covered in a different ticket.
