Manage Location Attribute Types

As a user i should be able to add, update, delete, retire, un retire the location attribute types

• Adding and editing a privilege are were added but fail when form is submitted, we need to support deleting, retiring and unretiring attribute types.
• The datatype field should display user friendly names like in the legacy UI instead of the java class names
• This feature wasn't written with angular and REST
