Home-screen is empty for users who were created with the Reference Application App

      The problem here is in the Manage Accounts feature in the Admin UI module (https://github.com/openmrs/openmrs-module-adminui). When creating a user account with that tool, it has a heading "Capabilities", but no options under it. (And thus you end up creating a user with no application-level privileges.)

      The expected behavior is that under "Capabilities" you see a list of checkboxes, one for each Role whose name starts with "Application:" (see examples of roles defined here https://github.com/openmrs/openmrs-module-referencemetadata/blob/master/api/src/main/java/org/openmrs/module/referencemetadata/RolePrivilegeMetadata.java).

      And saving the user should assign them the selected roles.

      (Of course editing the user should also pull up the existing list of capabilities.)

      So, for this ticket, figure out why no options are being displayed under Capabilities (even though there should be "Application:" roles in the database.
