Dockerise qa framework

This ticket is to dockerise qaframework such that any one running docker for openmrs can easily spin up all the workflows.

The idea is when you simply run docker-compose up  qa. All the workflows gets triggered and you can easily trace running of all workflows.   cc mozzy  pmanko  . Did something like this so we could also have this kind of work with in our qa code bases.
