Failing Test: Transfer to ward service test

This legacy test is one of the tests that’s failing in the Reference Application build (see the full list of tests paused because they were failing, go here: https://ci.openmrs.org/browse/REFAPP-UI-24/test/#ignored-tests) 

To fix this specific test:

1. Reproduce the failure: Run the test
