Add mechanism for module authors to manage report creation in code

Currently several module authors have independently created mechanisms to enable defining report definitions in java, and having these report definitions automatically registered upon startup. These modules include mirebalais, kenyaemr, pihmalawi, and mdrtb.

We need to do extract out the best practices and common mechanisms from these modules and add this capability into the core reporting framework to avoid re-inventing the wheel.
