Add drug order filter support for the adhoc query

When implementing the search by drug order feature in the 3.x Cohort builder, It requires the drug order filter support. But it seems to be not working with the current version. 

In the reporting module, the drug order filter is already implemented in the api-1.10 but when the ${baseURL}/openmrs/ws/rest/v1/reportingrest/adhocquery?v=full is called it throws an exception. 

A possible reason can be that api-1.10 is missing in the dependencies.
