Obs not Saving the Value given drug uuid

When posting an obs payload is

{concept:"uuid_of_coded_concept", value:"uuid_of_a_given_drug"}

. The obs is saved with a blank value.

This is because web services module expects that the value property will always be the uuid of an existing concept, but there are cases where the value property is the uuid of the a given drug as shown above.
