Adding a new OrderFrequency via rest

This ticket involves including a backend implementation for adding an order frequency. The implementation should allow a user to add an order frequency, for instance - twice daily, once daily etc while adding a drug order using the standard dosage tab.

A temporary workaround used by the team while working locally was to insert the frequency manually in the database, but this approach is not the best.
