Setup produces "${project.basedir}" directory when run with SPA modules in distro.properties

    Description

      A stray directory called "${project.basedir}" is produced when running openmrs-sdk:setup in a way that installs SPA/MFE/O3 modules. It contains directories called "node" and "npm_cache."

      This is caused by these lines resolving to a path which contains the literal "${project.basedir}". This happens because setup is not generally run from the context of a maven project.

      The SDK should use either a hidden directory in the server directory (like ".node"), or the server temp directory.
