Web Interface to Cron

The task scheduler stuff is looking good guys. We need something that goes beyond the log files and interfaces with the administrative interface.

As a first pass, just showing the configured tasks, and whether they are on or off would be a good start.

Being able to turn them on and off from the interface would be a nice second-level task.

Being able to build a job from the interface would be an ultimate functionality.
