Report Bug button URL doesn't work

In OpenMRS 1.7 when an error occurs, and you click on the "Report Bug" button, it gives the following error in Firefox 3.6.6. It does not give an error with Internet Explorer 8 or Firefox 3.6.7.

The connection was reset

The connection to the server was reset while the page was loading.

• The site could be temporarily unavailable or too busy. Try again in a few moments.

• If you are unable to load any pages, check your computer's network connection.

• If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web.

This happens because the URL is too long. Deleting the end of the URL, shortening the description allows the URL to work.

This happens with Firefox 3.6.6 and works properly with Firefox 3.6.7.
