Simple module for managing concept name tags

Although concept name tags have been implemented since OpenMRS 1.6?, there is no UI in place for managing these in core - i.e. you can't add, remove, or edit concept name tags, and you can't tag (or un-tag) concept names.

Ultimately, core needs to support this, but we also need to support this for users who are not running the bleeding edge. We should implement this functionality in a module which allows you to:

• Manage all concept name tags that are defined in the system (view, add, edit, retire, purge)
• Tag existing concept names with particular tags
• Associate one or more tags with a ConceptName when that name is created

I propose that we implement this within the nascent "advanced concept management" module.

It could be in it's own module, but in my mind the concept management module should be aiming to implement a better concept management interface, which could one day all be incorporated into core, and this functionality would naturally fit into that model.
