Fix SchedulerServiceTest to not fail randomly

    Description

      The shouldSaveLastExecutionTime method seems to fail randomly on the server. I have @Ignored it for now.

      The logs for the failed tests say: 

      Timeout trying to lock table "SCHEDULER_TASK_CONFIG"; SQL statement
