Create unit test for duplicate messages

    Description

      Translating using tools such as Amanuens fails if there are any duplicate key codes in a messages.properties file. See TRUNK-3042

      We need a unit test that will look at each of the messages*.properties files for duplicate key codes. If any duplicates are found the test should fail.
