Patient merge not working for some locales

1.Change the locale to India goto administration->Find Patients to Merge.
2.select three or more patients click continue,
3.In the popup if we change Preferred Patient in the 'Select a Preferred Patient' table
the preferred and nonpreferred divisions which are located below the table are not changing as per our selection
