Person attribute autofill shows nothing if concept name doesn't exist in users' language

      We have a multi-lingual user base. The vast majority of our concepts are only written in English. We use autocomplete for "concept" person attributes to create coded responses entered on the edit patient short form. When the user is viewing in any language other than English, concepts that don't have their language defined are missing from autocomplete! Setting proficient locales does not remedy the problem. The only workaround is to make sure that every concept is fully defined in each language.

      I think a good behavior would be to search for a concept in the users' language or proficient languages and if none exist use the preferred concept name.
