Description

Mentioned as a blocker during 5-7 Event and Atom Sprint by Rafal Korytkowski "testing liquibased upgrade sprints is very time consuming, we need to automate that"

Goal mentioned: placing the sql dumps of different databases and the test would execute liquibase-update-to-latest from the chosen omrs version on each. While updating mysql and postgresql after version 1.9RC4 is released.
