Program state change displays wrong date in IE8

    Description

      When you change states, the date popup shows the wrong date (about 1800 years in the future) and won't let you put in an earlier date.

      See the patientDashboard.jsp file, the js on the patientPrograms.jsp portlet. I am not sure if this is a general calendar issue, in which case its somewhere in the jquery add-on used on these pages.
