Cannot view saved complex obs

When I try to view a saved complex obs using the "View current complex value in a new window" link, I get an error message like below:

Error 404
The page "/openmrs-standalone/admin/observations/%5BB@16ff9a2" cannot be found. Check the link and try again.

To reproduce:
1) Create a new concept with datatype complex and handler of image handler
2) Go to admin --> Manage Observations --> add obs
3) Fill in necessary fields, choosing our new concept for the question and an image for the "answer"
4) after saving, try to view the image by clicking on the link to view it.
